Ok....i could do this at first: one of the tools you can do the neon glow thing, and at first when I would do it to the pic it would only show up on the tank parts(or whatever skin I was using). Now I did it and it also showed up on the background...i know it doesn't really matter, but I like it better when it only shows up on the parts and not the background. So my question is, what do I do to make it so it only shows up on the parts again?(I have tried alot of the stuff for the layer but nothing has worked, I don't know what to do)

Invert your selection, it's obviousely only selecting the black.

No...i'm not selcting anything, in the whole begginning it would only draw on the parts and not the background...without anything selected

I'm your guy then Zoon, Just Merge all your layers.

I think (if you working on multiple layers) you just didnt have the right layer selected.
