Photoshop 7 / CS is kind of expensive, so I would recommend buying Adobe Elements 3. It's missing some features, but it's perfect for a newbie to Photoshop. B)

Downloading Photoshop is worthless unless you know how to use it.
Well I do know how to use it with your instructions
I use acrylic its the same as photoshop but the difference is that acrylic is free!
Oh and by the way I made a chrome skin without photoshop its one of my personal skins click here to see it

Anyways, you can do the same thing in Gimp. Here's how (modified for Gimp):
1. Start up Gimp and load your original tank01.jpg file.
2. Grab the select-by-color tool and start clicking around while holding down Shift to add more parts to your selection until all of the tank is selected.
3. Go to Edit>Copy. Create a new image; make sure that it's 512 Width by 512 height. Paste the copied tank into the new image.
4. Go to Script-Fu>Decor>Add Bevel..., then go to Filters>Distorts>Emboss.

I'm creating this tutorial not as an in-depth way of making a chrome skin, just enough so that one could add on to it with other stuff.
1. Start up Photoshop and load your original tank01.jpg file.
2. Grab the magic wand tool and set the tolerance to 50 (inset). Start clicking around while holding down Shift to add more parts to your selection until all of the tank is selected.
3. Go to Edit>Copy. Create a new image; make sure that it's 512 Width by 512 height. Paste the copied tank into the new image.
4. Look all the way to the right. See the box with Layers on it? Go to the bottom of the box. You'll see a little box with an F on it. Click and hold on that box and select Bevel and Emboss.
5. Use these settings for the best chrome look.
Taa-daa! Your very own chrome tank!
You can fool around with all of the settings in all of the boxes until you like your new tank. Be sure to have more than just chrome, though, because chrome by itself is just boring. Add stuff like images or other effects.
