Dude, you don't have to "wait" to create skins. You might have to take some Photoshop classes or something, but no one ever said anything about waiting.

I will give you a permit but they cost 50.00 bucks. Then if you want to post your skin here on PTT its another 1 time fee of 25.00 ! :P

Well..actually, you should wait until after you've taken some introductory, basic, and advanced image editing classes at your library or somewhere like that before you even try to make a skin, because it probably will end up looking like a noobish skin, and you will get yelled at if that is the case.

If you can't find classes to teach you image editing, get the closest nerd in your town to teach you how. It might seem awkward, but it's worth it.
