Probably because you are working on a greyscale image or a gif with a fixed palette.
Go to Image > Mode > RGB

The problem is your monitor can only show black and white. You need to go buy a color monitor. B)
Rofl!
Monochrome WTF??
OK, here's another one. When I do the paint bucket tool, it does it in shades, so if I do a completely black paint, it'll first do grey, then after about 10 clicks, it gets to black. What did I do wrong NOW?!?

You have the opacity of the paint tool set to something other than 100%
In the options palette for the flood fill tool, check the opacity level. As a hot key way of doing it.. Just select Flood Fill K and press 0 on the numpad to select 100% opacity.

Ok...I'll try it out...

How do you change the colour of powerups??
Try playing around with the colour settings of your monitor :)

Ok, whenever I try to change a color of the first color thingy it gives me black or a shade of grey. What do I have to do to get it back to its original color?
Crap, I can't connect to Upload-it....I'll try later to show you what I mean.
