I am sure that is possible but if you wanted it big you would probably have to be a good scripter to make the TT image bigger for the explosion but you could make a mini one of those as the explosion but not big.
Well I don't know about the shape, but it is easy enough to change the color of the explosion [orange/red flames for example]

If anyone has a full version of torque they could easily modify it. I am sure that someone like Repent or 187 could do this in a matter of seconds. Anyway this powerup woudn't be for a normal area effect I've decided, but instead a super nuke of sorts (the Dr. Device of its age for you Orson Card fans) for mods.

What if someone modified the Area Effect powerup jpg, dts, and sound files to make it like a miniature mushroom cloud! That would be really cool to watch instead of that dorky little blue fizzle we normally get.
