Well after all this skinning I thought I can make other things like modding
but. What I really want is a program the can edit the shapes of the tanks on TT
well I wonder if you guys know some programs?

The files for the shapes of the tanks (they also tell how the skin goes on the tank) are called ".dts" files. You can find them in "game/data/shapes/tanks" along with your skins.

Sorry, but I don't know a program that can edit them, although I have been hearing a lot about a program called "Blender".

Maybe that will help.

There is no way, I repeat no way, to edit existing.dts files.. You can make one from scratch with programs like the one was refered above but you cant edit the tank.dts

Yep first download Blender and then Python above. There was a thread called Blender DTS Documentation that you posted in that talked about this.
