Looks like something happened to your Radar base alpha
You need to replace it with the original
Its supposed to be transparent

I rilly wanna use my radar
Maybe you should design a radar that works with the much needed alpha file, instead of designing one without it and then changing it after the fact.
Obviously the "radar base alpha" determines the shape of the radar. Which is a round ring. Therefore, unless you change the "radar base alpha" file all you have is a ring to design for.
In other words the "radar base alpha" image is in the shape of a ring that is why the outside and inside of your design is missing. Alpha makes portions of an image invisible. But you have to have the inside of the ring invisible so that you can see the dots..right (see original question and answer)
So really all you can do is change the outer portion of the radar ring and the ring itself, by changing the "radar base alpha" image and the "radar" image.
BTW If you asked for an artistic critique of your tank skin... It is very visible for shooting at but kinda hurts the eyes close up.
Try something in the Superman color scheme perhaps.

In the Resources/game/client/ui folder are two files "radar_base.jpg" and "radar_base.alpha.jpg" which you seem to have located. These two files go together.
Radar_base.jpg
Radar_base.alpha.jpg
Look at these two images. Do you see their relationship? Notice that the radar_base.alpha image is black around the edges with a white ring and white cross hairs and a dark grey middle.
When dealing with alpha channels black= invisible , white = transparent, and grey= semi transparent/invisable.
So the radar_base.jpg image is basically cut out where the black is on the radar_base.alpha.jpg image.
So you need to design both files to make your radar, not just the "radar_base.jpg"
