If someone is targeting you out,chasing you down,following you around and shooting the hell out of you, well that's not allowed.That person gets the boot.
But, if you happen to be far away from the scrum along with someone else and both of you start to pursuing the scrumat the same time and that personpostionshim/her self in your sites... It's your right to unload a clip or two. It's thier own fault for putting themselves inthe postion to let you. Vise versa...
So long as you're pursuing the scrum and not the person who happens to be in your sites,it's fair game. My best advice would be to steer clear from other people when you're far away from the scrum.

Here's my most extreme interpretation of the text quoted in your post above:
The only time someone can't be shooting at you is when you are on the opposite side of the map from the goal and the scrum is being carried towards the goal while you don't move.
As the judge, jury, and executioner in my server in the previous setup that was the standard I used.

Here is what is what happen( I posted this in the other thread),
I protest the rematch. We were all playing good then racer started his dam BM again. If this is how ppl are going to play I will not take part in this.
Here is what was going on, I was leading the pack for the scrum and getting shot up like hell so I hit the breaks. Both of them went by me. Racer turns around right away before I even shot , and just started shooting me to hell ! I put up with this last week and well not put up with this any more. Cause when playing Indie Scrum I only shoot the runner. Now I will admit if you get in my line of fire you will get shot but other wise I only shoot the runner. Now this is what your BM rules state

It's just a game guys. If you're playing to win, you gotta use all the recources available to you. In my opion, it's okay to shoot someone in scrum, regardless of where you are in relation to where the scrum is... SO LONG AS YOU'RE PURSUING THE SCRUM. As soon as you take your sites off the scrum and start targeting that person out, it becomes Battlemode.
Different strokes for different folks.
@Bimp, thanks for taking over for me... It's hard to run a league when you don't have time to play in it. I'd like to participate in this but can't commit to a regualr schedule.

We can do it where a
Win is 0
Tie is 1/2
2nd place is 1
3 is 2
4 is 3 ect...
The winner with the least ammount of points at the end Wins!
Just a thought...

Depending on Ho handles the 3 on 3 tourny, I nominate Tally as the ringmaster for the Indie Scrum Championships... AKA The O Solo Mio championship.
I'd like to join if possible... Sounds like fun!! ;)

Hi As most of you know I will be taking over the running of this Championship I have spoke to a few of the players and we think it would be better to start this all New
I would like to know who is still intrested in keeping this championship alive
With a bit of luck we can start back up next weekend
I plan to change a few things, when someone thinks this is not a good idea feel free to make a comment
The comp will be run on 4 from Dash's Maps with speacial weapons (or without Comment)
Max players on one sever 5. Point system 3 for a win 2nd 2 points 3rd 1 point
As I said I have to know who is still intrested in playing then we can start again
