I always want to know that! So Ican biuld off your idea's and acually make skins worth using,though this one is pretty cool.
On my scales, there are three kinds of Custom skins:
1) Decals - basically the same as another skin, but with individual graphics added (such as your Lightning Bolts, or personal logos)
2) Colored/Filtered - No change to another skin except to run it through a color filter or other SFX filter (in your case, the blue coloration)
3) Sculpted - Brand-new texture - no trace of the original skin remains.
Using decals and filters is a great place to start with creating your own skins. As an example, see my Hi-Visibility Skin set in the Skins Library. Doing this gets you familiar with the skins, and how a skin will turn out after placing graphics.
The pinnacle of skinning happens when you build everything from scratch. There are many Skin Sculpters out there now. The first person I applied the term to was Rabban - take a look at his Beast heavy skin as a good example. My Crusader skin is another example, although it's not as good as quite a few others out there. Evil Twin's TRON set is a beautiful example of sculpted skins for all objects, not just the tanks.
As far as your skin above, the main thing you could do is try to get the lightning bolts to wrap around the tank correctly. You have bolts that jump from place to place on the tank because you're crossing the boundaries on the sides.

Using filters is a great place to start with creating your own skins.
Exactly, but it's not good to continue using filters even when you get the hang of the set of tools. That's why I don't like tank_master's skins...I like skins with a bit of soul put in them, not just "Oh yeah, this filter is cool, let's use it again."
But as a beginner filters are just fine. The ambition should be to move Filters as an Final Product, and Filters as a method of producing Art. ;)

I tried strategetly placing bolts,That was the best I got,I guess I'll make A new texture skin....

But what you didn't do was chop up the bolts. For instance, in the bottom right corner of the skin, you've got a bolt that starts on a fender and ends on the side of the tank. What you do is cut the bolt in half, and move the bottom half down to the next section of fender so that it lines up on the final tank with the top half.
