Thanks to the troll on GG, this post from Tank Dork about camping versus chasing/scrambling was bounced up and is, as always with TD's stuff, interesting insight:

"I agree, although you will seldom see me goal tending (camping) because I like to chase. I like to make battle in the "field" that way if I make a stupid mistake.. I might be able to catch you before you make it to the goal. Goal tending (camping) is a valid strategy but those that know how to defeat it usually can.
Watch the scores. A constant camper will score less than a scrambler everytime. Camping is a way to score (thats why DEMOs use it) but not to win.
On the other hand.. Some can combine both scrambling and goal tending strategies into quite a formidable game plan.. "
Yep that last part is what I do. I always go after the scrum but when everyone is right at the goal I dont consider camping as bad. The above part is true. I have only been beaten by a camper once.

If the scrum is at the goal, the scramble for the scrum a the goal isn't considered camping anymore. Hmmm... Maybe put a Mist around the goal that Demos are immune to, and that disappears within a certain radius of the scrum? So any non-Demo tank that tried to sit around the goal would eventually die (spawning in the goal is a problem tho). But when the scrum starts to get near the mist, the mist disappears. Nah. It'd be too much of a pain to code.

Camping may work, but it sure makes for a boring game. Seriously CyberTank, don't you ever want to rough it up in the battlefield and then fly off a speed pad with the Scrum? Of course, I always hated to play goalie in soccer too, so that's just me. Campers used to drive me insane, but I've found my way around them, now.
As for not shooting people unless they have the Scrum. Frankly, I have no problem with people shooting the scrumless; there are many strategic reasons for it.
1. Weaken a player so that when he/she gets the scrum, you can fire the final blow and take the scrum.
2. Stop a player who's getting in your way of the scrum.
3. Clearing the goal area.
4. (Team Scrum), to save your buddy who is getting shot by an opponent.
5. Destroy a person between you and the goal, speed-pad, or jump-pad.
6. They deserve it. :-P
Running away with the Scrum when you are weak. Well, it's a lot more acceptable than cliff-diving with the scrum! Usually, the player is trying to lead the other 19 players away from the goal so he/she actually has a chance to squeeze in upon returning to the goal. I sometimes split so I can grab a health powerup. Just think of it as an opportunity to play "Fox."
Nowadays, the only thing that bugs me is when a person cliff-dives. The whole suicide concept doesn't sit well with me. Especially if they purposefully take the Scrum with them.

Anyone ever just take the scrum in a non-team match and see how long you can "dance" around the goal before you're killed? It's a wonderful method of training ;) I also like to try different styles of play every now and again. I guess it all just depends on who I happen to be playing against..

I camp on games where there is only bots. With humans, I stay in front driving reverse. Then I steal the ball without Warning!

I do have a code I follow when playing scrum. Here is a short list:
Only shoot tanks that have the scrum, or are about to grab the scrum. Campers are scrum scum, they dont deserve to live
When you ahve the scrum, allways go towards the goal. Running away because you are near death is corwardly
