The gimp is good http://download.com.com/3000-2192-10283994.html?tag=lst-0-1 or you can get Photoshop 5.0 Limeted Edition for cheap off of ebay, I got mine for $20. Then there is Paint Shop Pro which is $60-$75, cant remember.
I have Photosop (Haven't used it yet.) but it was pretty cheap 4 me, I got it 4 $15 off of Ebay.

Like I said, it was 5 LE, those are going for really cheap these days.
Use paint for windows
Yeah I used it once... And It actually was O.K but thats only 4 the terrain not 4 tank skinning...
