Make sure you install it to the ThinkTanks directory's game folder.

No, downloaded the windows installer and went into a mod but I still had to download some more things for the napmods folder. I suspect there are more files missing.
Roo, myself and BC will be looking into this.

Pull the trigger and get my Expansion Pack #2
I have added many objects to the Expansion Pack as well as many new skies and new textures.
With the help of people like Roo, Monkee Man, Triv, Ancient One, KBC, and Racer, I have been able to add many new items. If there was a download for it and I could find it, I added it.
There are currently 631 different textures for Terrains and skies. (40 Page PDF)

The Expansion Pack at this time has all of the modded terrains of the TT_Mod_Pack 10/25/05.
This expansion pack will not be updated regularly. For newly added terrains continue to download the TT_Mod_Pack on Reagent X's website. Reagent X's website
Installing the Expansion Pack on your machine will greatly reduce the wait-time to join modded servers.
In the near future many mods will utilize these new elements and you won't have to wait for anything to download (providing you pre-installed the terrain) because you have already installed this Expansion Pack. The expansion Pack is called Napalm's Expansion Pack 2.0. If you have questions you can email me at napalm_tt@yahoo.com
Antything else is an older version, do not use it.
When Macintosh creates an archive of a folder (zip file) it adds additional information for resource forks and such. Windows see this but does not need it. You can ignore any folders starting with _ (underscore.) Just use the items in "Napalm's Expansion_Pack 1.1"
There are two ways this is to be installed:
1. As a normal client accessing servers. (regular player application) unless you're making terrains, THIS MEANS YOU!
2. In conjunction with TGE for modders. I consider modder developers and should have ample knowlege of installing files and modifying directories.
Here are the instructions which are also found in the Expansion Pack!

If you fail to duplicate your folders before you make changes it's your fault for not having a back up!!!*******************
I do not know if this applies to Shockwave versions as I have no access to a copy.
Be aware that directory paths and folder names may have been changed. The core objective of this is to locate the data folder inside the TT application directory.
Normal player install: TGE install see below
1. Locate your ThinkTanks directory.
Windows:
Should be located C:Program FilesBraveTree
Unless you changed the install path from the default.
Macintosh:
Macintosh/Applications/
(For example I have a games directory in which all of my games reside)
Mine is: Macintosh HD/Applications/Games/ThinkTanks/
2. Duplicate your ThinkTanks folder.
Windows: (Control Drag) or Macintosh: (Option Drag) the TT folder. This will duplicate the folder. Rename it whatever you want.
OR
Mac and Win: You may also want to right click and choose copy, then right click and choose paste. This will also make a copy of the folder.
Locate the data folder.
Windows: C:Program filesBraveTreeThnnkTanksgamedata
Mac: In the Thinktanks folder right click on the ThinkTanks application, select "show package contents." Navigate through Contents/Resources/game/data/
3. Copy the data to the corresponding folders as indicated by the folders names.
A. "Copy contents to data folder" Folder contains "environment, missions, terrains, and water folders, and the init.cs file."
B. "Copy contents to shapes folder' Folder contains "Blue, Common, Green, markers, objects, organic, plants, Red, rocks, trees."
C. "Copy contents to skies folder" Folder contains sky related files in it.
D. "Copy contents to sound folder" Folder contains sound related files in it.
That's it. All is gooooood
TGE install
Here is what should be done prior to installing the expansion pack:
First steps (in Italics) are the same as prior to the creation of the tt_expansion_pack
(provided to me by Rooster) directed at Windows operating system
1. Download the torque demo, and install it to
program files/torque demo.
2. Copy the "demo" folder into the torque root
folder. (It should now be named "copy of demo").
3. Rename that new folder "game".
4. In the "demo" folder, create a new batch file.
(You can copy any of the files from Thinktanks'
"dedicated" folder, and paste it)
5. Right click on that batch file, and choose
"edit". Change the text to the following:
cd..
demo -mod game
6. Save and close the batch file.
7. Add TT shapes and terrains to your new "game"
folder.
8. Double click the new batch file (it may take a
while to do anything, just wait) , launch up the
FPS example game, and press F11.
