Could someone write a modding program where you see the map in a third person view and edit it with your mouse? Like, you'd see medulla mesa from as birds eye view and edit by clicking and dragging or stamping. If you can/would, id be very grateful!

Set the kill floor to like 1000,set the damage amount to...1000000,and set the projectile damage to a high level to make sure that everyone isn't invincable.

How does that give me a birds eye view?

When the kill floor limit is above you,the camera will change to bird's eye view. Try it!
