Ok first you get this skin:

And make designs and stuff in the white spaces. Then when your done name it Tank01.jpg then right click(or control click) thinktanks and go to open package contents. If you have a mac open: Contents/resources/Game/data/shapes/tanks(and Pc it should be the same put no contents and resources I think) and then take out the Tank01 that was originally there(or name it old-Tank01) and then put the creation you made and put it in there.
Note: make sure your creation is a flat image (no other layers) and that it is named Tank01!

Jacob very nice but I would take mine becasue I got the ORIGINAL wheel and bottom base. Usually unmodded.
