I went to my gateway IP and enabled Port Forwarding for my router. Then, I started two servers with different prefs. I could only find the server on port 28000. Was it because there was a problem with Port Forwarding, or just because the second server was too laggy? I noticed that when I was just running one server, the CPU usage was 100%.

Generally speaking there are two ways a router can allow "pass thru"
And it depends on the manufacturer

The first kind targets a specific computer - therefore one dedicated server
You would enable Port forwarding - tell it which IP and then UDP 28000-28010
You could serve more than one game on a single computer but its not recommended
Depends entirely on the speed and capability of said machine -also make sure you use the range of ports
Because the first dedicated server uses 28000 the 2nd, 28001, etc

The other kind of router has a toggle button for a series of common ports used in gaming
On my router
all I have to do is enable "game mode" and any computer on my network can host
Which is why sometimes you might see 2 or 3 rooster games (laptop -desktop - gamer)
Side note:
This type requires a very strong software firewall because many things are open to everyone
