When you make a terrain in TGE how do you make it usable???
This is what I did: 1. I renamed the terrain TT1_5
because thats the name of the file of my mod.
2. Then I wrote the path of the terrain from TT1_3.ter to TT1_5.ter.

But then when I load my mod it says I dont have the correct version of torque....
So what am I doing wrong and tell me how to make the terrain usable?

That is the problem. Are you loading the game with the new terrain from the 'Create Game' screen? If so, that will not work. You must use a dedicated server to host games with new terrains.
