I am having the same problem you are, but mine has worked sometimes, but not always or never.
I dont know how to fix this, or what the problem is.
Make a small object in the mod with the texture you would like on it and place the object underground, when the person enters they will download the texture and the object, making the texture that you would like visible on the emitter also.
I had that problem when I played my Hardly Scrum mod.
When people join to your server first time they probably won't see the emitters, I don't know why.
Second time they'll.

The emitter.cs method has never worked properly.
Put your emitters in the the special.cs file
Go here for the correct way to use emitters.

I recenlty created an emiter one for my mod. Through creating an emitter.cs is my in my scripts folder, blah blah. But, when I hosted my mod... My guests could not see the effects I created. Is there an alternative way of doing this? This is the only pattern of seen used for emitters as weapons on this website.
Just to make things clear,Im not talking about your normal projectile effects... For ex: my projectile had a green trail of smoke running of the end of it.
If you have any recipies that comply with what im asking for, or any suggestions, please help!
