Unfortunately Apple has stopped hosting the VP3 codec in their component download program. The component can be downloaded from here however:
http://www.vp3.com/vp3/quicktime/software/index.shtml
Installing the component on OS X is simple. First unstuff (extract) the file and then move the extracted file (on2vp3.component) to the /Library/QuickTime folder on your Macintosh OS X startup disk.
I'm clueless about where to put the component on Windows computers.
