I mostly use Sketch>Chrome, Magnetic Lasso, Text tool, Copy/Paste, Glowing Edges, Neon Glow, and Hue/Saturation edit.

Chrome... Gimp has chrome abilities, not to mention whirl and pinch... Put them together and you get:
