It's called Torque Game Engine. That creates the MOD (which consists of two files, a terrian file (.ter) and a mission file (.mis). That is then opened it thinktanks with modwizard installed. That allows you to place speedpads, goals, and spawns.

Sorry I have never mod before so I dun know this. But what do you use to create a terrain file??? Is it dreamweaver??? 8o
