1. There are a lot of ways to make mods, the easiest is Modwizard, found in the Utilities link on the side.
2. You make skins by editing the original tank skin file with an image editor, such as Photoshop or Paint Shop Pro.
3. You ask the army leader if you can join, and usually they test you before accepting or not accepting you into the army.
