Well this is very odd. I can see that you are a modder and are willing to mod for the enjoyment of the beings of ThinkTankers. Well, I haven't seen this kind of graphic problem. :o Very starnge though.
I would ask some questions if you don't mind.
What is your graphics card? Because graphics card needs to be high for this game.
Have you done or have mistakenly deleted and/or haven't made a back-up file when you were modding?
OR it might be a game failure. Try re-installing it. If didn't work than I think you need to ask somebody else that is a computer wiz! :P
Oh and the Heavy Tank rocks! XD

Ok all of that has been done with my ATI 9800 pro graphics card. And it also does that with other games.
Probably not your graphics card, it's probably an OpenGL problem.
Do you have the latest version of OpenGL?
Yea I think, where would I get it? All that I know is that I have downloaded every driver possible and the problem has continued.
HEY! I've gotten that before! It was when I installed more RAM! Do you have two RAM thingies in?
Yea
I just built my computer. (omg I might be able to fix this problem)
XD
Try taking all but one out,then try. Make the one you leave in have the biggest amount of RAM.

They both are a 256 mb. What should I do? Do I just take it out then leave it out forever?

If they both were installed together,pick a random one. If not,pick the newest one and take it out and see what happens.
Tried it and it didn't work. I'll go and take a screen shot from Battlefield 1942 and show u yhat it looks like in that game
Tried everything and its still there.
Take the card back panzer, if it's still under warranty. I've had bad graphics cards "out of the box". It happens
OR you could just get a mac ;).
WAIT, WAIT! I had that problem on a pc before! Go into game/client and open up prefs.cs.
Then change
$pref::Video::allowOpenGL = 1;
to
$pref::Video::allowOpenGL = 0;
(Turn OpenGl off, turn DirectX on. This works 90% of the time XD )
Didn't work. I', gona test the card on another computer then if something happens then I send it in.
The problem occured on the other test computer, and it has been sent in.

Look at this. I've tried to do everything in order to fix it.
