No you can not !
Now for the second question
You're skin is see-able on you're tank by other players?
Yes this can be done but it is part of modding,
So you will have to ask a Modder about that.
I know Bimp Lizkit did it a few times B)
-z- did it for a PSL tournament. The teams got to wear their own team skins.
