It is possible, but its not about the computer...
You can buy a domain from a host that allows you to create subdomains that you can give/share/sell to other people.
If you are experienced in web authoring (Perl, MySQL, PHP, HTML, CSS, XML, etc), you can acutally program your website to allow others to upload images, files, videos.

Yes very possible to do. You can goto http://www.dyndns.com/services/dns/ click on static or dynamic (if your ip changes, most likely if you have cable or dsl). Might want to look into getting apache our java creator. Both sites have info. Try a google search as well.

I have Apache, I made my whole site offline, and I just need a domain name. Advice?

See the site Nuts posted, you can make it for free go to your own computer (yourname.dyndns.com) no matter if it is dynamic (in that case, you just need a program to update it regularly)

Thanks to the marvelous creation of "Notepad" I have no need for fancy things such as dreamworks to code my websites.. Although that is off topic. ;) I might want to use dyndns, it sounds nice.

:)

I use multi-billion dollar military satellites to find tupperware hidden in the woods... What do YOU do?

Nuts beat me to the link to dydns. Everything u want to know about hosting a server is there but id thought id add a couple notes:

-your upload speed will determine the download speed of people connected to your server. Cable/dsl subscribers dont usually get much upload speed. My cable is around 41k bytes per second. (thats why I dont host TT) a user can only download at that speed. If more than one user is connected it will get split even farther.

-most isp's prohibit hosting any servers for monetary gain (or otherwise). Some are strict about shutting you down and others dont pay much attention

-if you host anything illegal you are responsible. This can be anything as simple as an image you got from the internet somewhere. If the copyright owner wants to be a jerk you can be criminally prosecuted.

-if you are underage your parents will be responsible
