Skins are the textures of the tanks that appear in-game.
You use them by downloading the skin file that the person has made, then moving the file to:
PC:
C:/program files/bravetree/contents/resources/game/data/shapes/tanks/
Mac:
Control+click on the TT game, then go to contents/resources/game/data/shapes/tanks.
By the way, good job with the spelling for a n00b, usually it would be "h0w dü eye mak skinz??!?/111"
