Sometimes I think it is a necessary step. If time after time you fail to bring it out of the enemy base, or if you are very heavily outnumbered, it can be a viable option.
However, doing it all the time doesn't exhibit any skill at driving or evasion and for this reason I penalise scores for cliff-diving, and quite severely at that. Doing it once every few games or so wont affect your rating as its easily made up with passes, steals and other flag related events. More than this though, and you'll be stung by it.

You'll find that there is a slightly different dynamic to cliff diving in CTF. CTF is the only game type that actually penalizes you 2 points for diving off the edge of the map with the flag in tow.
However, even though you loose 2 individual points, your team score does not change. In situations where one team has the flag and is doing a great job of defending it, you may actually find that sacrificing two of your own battlemode points is well worth giving your team a chance at the flag. Especially if your score is already at 0. You can't go negative :)
I find it's not nearly as frustrating when people cliff dive in CTF now, knowing that they had to sacrifice two points to do it. It used to be quite frustrating to finally steal the flag from the opposing team, only to be overwhelmed in your own goal and have one of them jump the flag off the edge without any type of penalty. Since the changes, Ive seen a lot less of that behavior. I think it's made the game better.
There was a guy in CTF once, if he even got the flag with full health IN THE GOAL, he would go jump cliff. He was not on my team :P
Cliffing diving made some sense in the Frantic Ganglia Gully scenario, were the Flag & Spawn points were in the same plateau. You could cliff dive, spawn and retrieve the flag right away.

With the frantic maps I began experimenting with spawn locations in different areas: further away from the base, closer together in the centre and so on. One side effect (on that particular map) was that a lot of people did use the cliff diving strategy, and (at some point) I will be re-looking at the level design to try and compensate.

-z-, you seem to be magic, maybe you could code up an invisable wall to stop people from flying off! :)

Actually -z- don't redesign that level, its my favorite! It is THE most exciting and challenging levels to score in because the bases are so close and the spawn point is in the middle. I rarely see a score higher than 2 or 3. It's just mayhem sometimes!!
In fact I would use this level to design an Attack & Defend game mode.

Thats how I am eventually gonna have my fortress maps, oddball... Just need to get in that C++ class...
I aggree with dan. Unfortunately many people on CTF are not registered to track stats so they dont care. Maybe restrict z's servers for registered users somehow or kick after so many cliffdives with the flag...

Cliff diving in CTF is one thing, but cliff diving in Scrum is a completely different subject. If you're smoking and far away from the flag but near the edge, sure... It's like a free power up and more often then not, you'll respawn closer to the flag than you were before. If you got the flag and its obvious that there is no way for you to score or pass in TS, then yeah... It's not "kosher" or considered "proper scrum ediquate", but if your playing to win... Who cares...
U can allwasy sit on edge and wach every one fall off XD then run for it
I drive on the side of the cliff sometimes,but Someone usually bumps me off.
A good idea is to run toward your teammates,that way you have more protection
