Not really "the best" but good, PhotoShop is better, learn how to use it, then you'll make Ice punk-like skins.
Is there a site where u can download the full version of the paint shop pro thingy??? I have photoshop 7.0

Ive been hearing that PaintShop Pro is the best for skinning, I have PhotoShop 7.0 but I wanna make racer-skins, can someone tell me where to buy it, or a link to a page to download it, id really like dat!
