Shouldn't this be called "how to be a sniper 101"? Seriously, go on a TBM game for five minutes to figure this out.
Any sane player would see you, wouldn't they? Or the stream of bullets coming from one particular location instead of a moving one?

They see and they shoot, then you go behind the hill. Simple.
Telling people how to do things such as this doesn't work very well IMO... I think you'd either have to show them your way of doing it while in TT, or have them learn it themselves. 8o

It will work once or twice!
Once you get them smoking from a distance it's easy to charge in and get a point or 2.
Not if they charge you first :o.

Heavys like that tactic. A heavy can take the punishment of a short burst, wait for the tank to pop up and shoot. I've got a few kills that way.
Yay someone bumped my thread. Oh yeah I forgot one major thing, its most effective if they're fighting another player, then they'll think it's just the other player shooting them.
Popup is also used by heavys. To conceal your position, snipe and hide. If a heavy gives away its spot, It will be mob by lights and mediums.

Find a nice hill to hide behind that's close by to the ammo charger upper thing, because this tactic uses up a lot of ammo. Pop up ontop of the hill and fire short spurts of bullets at a single target. Keep firing at that target untill it notices you and fires at you. Then pop back down behind the hill to dodge the bullets. Pop back up and repeat the steps. Make sure you keep firing at ONE target, no more.
