Chong,
That is conditional. Lag is always associated with a network issue, but from my experiences I believe that the only cause. Of course this game being on-line is hugely dependant on a solid network connection, servers even more so.
But over time I have come to see much lag in server I have a great ping rate. For example I typically have a great ping to Dash Bash, and the Lair.
They’re about equal in ping rate. For whatever reason I used to have a great time in the Lair but I can barely function in that server. Nothing on my end has changed except for the user experience. I still have a great time in Dash Bash and can pretty much play there lag free always. Some of my theories are of course the other things the servers are doing will have an effect on the game performance. I believe the game can handle up to a certain amount of requests before it just starts dropping information to keep the game going.
Another game specific thing I have noticed it the terrains. I currently have a 7 minute Scrum server running and I always get to one specific terrain and it's always jumpy, stutters and just performs poorly. I'm not sure if it's the size or what but it just uses the standard lush textures. Kind of weird.
On the client side there are many thing people have no clue are happening. There the all wonderful experience of spy-where, so in the Windows world you get to install a suite of programs to combat the security, viral, and annoyances of the operating system.
There are software updaters, and scheduled virus scans, none of which help the gaming experience,
Also you may want to check you video hardware and the settings you use on your monitor and in the game it self.
The higher resolution, bit, and detail settings you use, the more resources will be needed, and the slower things will go.
Oh ya, CPU and Ram. As always, the more the better. The same applies to video card memory.
Hope that helps!

Also as you are from europe, the distance to servers are long. And you will have lag no matter how fast your connection or pc is.
You don't have to let go of one rope before grabbing the other. But you'll have to let go of one if you want to swing forward.
Doesnt it depend on the person who is hosting the game?

I think triv maybe right...because no matter how ull TT is SW servers are always HORENDOUSLY laggy
