Do you mean the sky's color or the sky file itself....
Changing the file would be the best option, since its the easiest. Changing the color of the sky is a bit tricky, since you would have to alter the RGB (Red, Green, Blue) values in the mission file....
Go to game/data/skies folder in the TT directory, and find the name of the file you would like to put in your mod. Open up your mission file ( gamedatamissions), and find a line that says:
materialList = "game/data/skies/xXx .dml"; , where xXx should be replaced by the name of the sky file you want in your mod...

Colour is the Brit spelling, just to clear things up.
To just change the sky color in the.mis file, open the file; you will see a line somewhere in near the top that starts with "SkySolidColor". There are 4 numbers there. The first one is the amount of red, the second is the amount of green, the third is blue, and the fourth is "Alpha", which is probably black or darkness. When you tweak these colors, tweak them by small amounts, such as 0.1, to get the color you want.
Oh and there is a nother way to edit the RGBA format (Red/Green/Blue/Alpha). It is like a converter so you can get the exact color you like.
