Ok, well the PTT Skins Library system is now up and in beta mode.
If there are any errors with it etc, let me know.
If you want to submit a skin, you need to first create a 'skin set' items (eg Light Tank Skin) can then be added to that skin set or theme.
All uploaded skins are listed according to type in the skins library.
