There's a flaw in your plan; you should also shoot at people that are camping or idle.

Team: be concerned with EVERYONE

What are the guidelines for shooting in TS?
Here's my hypothysis:
Like solo scrum, if you are nowhere near the scrum and/or can't see the scrum carrier, don't shoot.
As soon as you get close enough to shoot at the scrum carrier or the player shooting at the scrum carrier, you can shoot at whoever seems the the more important to kill strategically.
Don't shoot at people obviously stopped to type chat after a goal. (this is a tough call because if you pass by just as they finish typing they may immediately unload a clip on your ass)
