What software do you use?
Thought so. That's what I use! Thought I was the only one. Photoimpression4 came pre-installed on my ancient HP.
Try this: hit "Crop/resize", select "magic wand" tool, select a white reigon on your blank skin template, then hit "copy selection as new layer", edit reigon as desired, then RT click on reigon and hit "down layer". That's a good way to get started. I only suggested doing this because I saw a skinset submitted where the whole tank skin was just a pattern fill. That's fine, but I thought you might like some pointers. If you look at my skin thread, every tank was made w/ PI4. Had to use GIMP for the.png's though, as PI can't export.
