No, find out yourself. All paint program works for skin editing, some are better than others. For dts you need to have 3d program, but all won't work.
You don't have to let go of one rope before grabbing the other. But you'll have to let go of one if you want to swing forward.

Can someone give me a good program for making skins and/or preferably.dts files, and explain how to use it.
