Yes, definitely. I got this idea from tip.it forums and Runescape forums. That is how they organised their forums. :)
TT should have more moderators to handle this job.
I don't think any of that is really necessary, as this is such a small forum.
The first one you said, Rules being stickied I requested a very long time ago but it didnt go anywhere but with -Z- back now it should. Stickies are very easy to do and all it needs is a moderator/admin to write up the rules.

A short list of rules: yes, thought, the ones who will behave wrongly a) won't read it b) won't care it c) won't understand it
Section rules: no, same rules goes for all sections.
Suggestion section: Not needed. In case someone got truly good suggestion(s) he or she can always create a new thread.
Banning system: there seems to be that kind of system already, thought, it would be good to tell the user he will get banned if he does something wrong and an example of getting banned
Give mods own sections to patrol: Not really needed neither. Small community. Won't take more than fifteen minutes from a mod to see if everything is alright in forums(this means he reads ptt daily). I'm pretty sure they can already edit, move, change and delete posts.
Emergency forum: What the hell you're talking. Your nor anyone else job is to report other users for misbehaving. That's why there are mods.
Off-topic forum: Not really needed again.
Sticky of what you may post: No, this can be said in rules. And there are already a descriptions for the forums.
What should be done:
A sticky feature and threads like ModPack, XPack, Modding Resource, Skinning Resource sticked to the top of forum. So no one needs to bump them and they would be "easier" to find.
You don't have to let go of one rope before grabbing the other. But you'll have to let go of one if you want to swing forward.

Section rules are needed to tell users what to post and what not to post in a section. Eg. In the Armies forum you can only post about recruitment and not about help regarding TT.
Suggestion forum is needed so that the General forum wont be jammed up with suggestions and they will only be seen in the suggestion forums.
Forum Emergency are needed so that users can tell a moderator if there is an offender or spammer. This will allow the moderators to do a faster job of locking the thread or post before more spamming is added to it.
Here is an example of the Runescape Forum Emergency Sticky:

A forum emergency is, when somebody is breaking the Forum Code of Conduct and/or the Rules of RuneScape in such a way that it needs immediate attention.

* Heavy flaming
* Obscene language
* URL's or message software
* Personal information
* Scamming
* Thread hijacking
This thread is important for the safekeeping of the forums and we will not tolerate any spam or duplicate posts. Anybody caught breaking the rules of this thread may receive an INSTANT BAN, without receiving a warning first.
An incorrect post on this thread will also decrease your chances of being selected as a Forum Moderator.

* A player's incorrect choice of forum to post a thread
* An outlet for arguments between you and your friends

Off topic forum is needed so that any discussions not regarding TT will go in there and not all of them will go ito the general section.

This is overkill. It's like creating a committee to review the existing committees =) General Forum can handle that - your post is the proof. Plus this is where the majprity of PTTers hang out and post.

LW did a good thread on this (same as above), approved by the moderators and clearly spelling out the rules. It's all common sense after all.

Ok The way it works now, and it works well, is that whichever mod who is online will be doing some editing if he chances to see an offense. Often other PTTers point to us any incidents, bad topics, flaming wars, obscenities, etc. For a prompt reaction. We also have an admin forum where we debate the merit of some thread, the level of editing, etc. So that in dubious cases we take a group decision (re. Bong thread, etc.),
When it's REALLY bad we pass it along to 56k - only he has the power to boot.

This is a good idea, however the General Forum does just that. What I'm saying is - it's easy to get a good cross-section of what's happening on PTT from the first page of the General Forums, as opposed to go to too many separate forums. If something occured, it certainly will be there on p1 of the General Forums.

That's the General Forum. =) Ever been to the Strategy and Tactics forum? ;)

Once again this may be overkill. Once should be enough i.e. A one-page general rules for all PTT.
The general idea of moderating is not to stop the spontaneous nor the initiative, but simply to stop a few rampaging morons, and also to correct minor infractions or effusions (mini-spamming, etc.). The big fishes get caught up pretty quick now... And get the boot right away =)
I passed along the Sticky proposal though. To have stickies would address several of the above without creating too may redundancies. Now to have 'stickies' we have to 'bump' threads!

It would at least be nice to have a sticky with forum rules. Then people can't complain that they didn't know about the rules.
How about we all just move the whole forum INTO the runescape forum? We can pretend we're a clan called "thinktanks" or something and sponge some free bandwidth off them. I'm sure with a rug and sofa and a few pictures it would look just like home.

Hey all, through the time I have been concentrating on Runescape, I have found many good examples of forums. So here is my suggestion.
First off, a list of rules for the whole forum and sections of the forum . I find that this forum does not have any rules, maybe that is why so many people are misusing it. Perhaps those forum rules can be posted as stickies.
Second, a suggestion section where users can suggest on how to improve the forums.
Third, a banning system . Users who misuse the forums should be entitled to a banning after 3 warnings.
Fourth, moderators for every section of the forum so that moderators can split their work and just concentrate on moderating one part of the whole forum. Also, moderators should be given the power to edit, move, change and delete posts from users if they are too offensive.
Fifth, a sticky called Forum Emergency so that users can report those who are misusing the forums. This will prevent spamming of threads and give moderators an easier job.
Sixth, an off-topic section where users discuss things not related to Think Tanks . This will not let the general section be jumbled up with too many things that are not related to TT.
Seventh, there should be a sticky in each section to tell users what to post and what not to post. Anyone who breaks the rule will be given a warning and their thread or post will be moved to the correct section of the forum. This will make the work of moderators more easy and the forum will be more organised.
Thats basically all I want to say. I'll add more when I have the time. :)
