Hey PGG, I just looked up this movie , and there's a guy named "Bootstrap Bill" in it...
Pro'ly something of a flashback. Of course, given that mr tentacle beard is in #2...

Yep, now that I looked at the cast list for #2, I'm pretty well sure that tentacle beard is Bootstrap Bill Turner. Not much of a stretch, considering that ALL of the crew except for Jack were originally made invincible/undead. Even though they dropped him in the middle of the ocean ten years before #1, he'd had enough time to walk to the nearest island and surface! XD
I don't think bootstrap was w/ the black pearl though... I thought he was his own capitan
