The appology seems to be missing from this appology. It's addressed with no pay off.

Semi means half, and bi means two. 1/2 * 2 = 1. Therefore, DO NOT BE FOOLED! This is actually an annual apology. &?
Or, it is a semi-apology, occurring once every two years. Hmm. Further research is in order.

Semi = half
So half of a biannual event 1/4. So therefore he apologizes 8 times per year.
