That's moderator, or admin only. ;)
And the sigs? We made those in Gimp by doing this:
1) Open one of the userbars you want in it.
2) For each other userbar, go to File > Open as Layer.
3) Save the image as a GIF, choose Save as Animation, and change the delay to about 2000.

Hey TT and PTTers! Every now and then I see people with 5 stars have somthing special their stars are doin. How do you do that? It looks cool. And I see thoose Signatures and they switch with something else and say somthing like Nintendo Fan, or Modder. Take Racer_445's signature, how do you do that?
