Is an Open GL video card nessesary for hosting a dedicated server?

I see that hosting dedicated servers uses very few processor resources. If an Open GL compliant video card isn't needed to host a dedicated server then it may be possible to hang a cheap computer on your network for hosting the game you want to play in. This might help to make the hosted game smoother.

No, an ogl card is not necessary. In fact, you don't need an ignition key either, so don't worry about using up your ignition licenses.
